Abstract

The report “The Food System of the City of Padua,” produced by EStà as part of the NetZeroCities project with the support of the City of Padua, offers a comprehensive analysis of the urban food system, linking food, the local area, public policy, and climate change. The goal is to build a knowledge framework capable of supporting the development of an urban food policy and, at the same time, strengthening the food system’s contribution to the city’s climate neutrality strategy.

Through document analysis, quantitative data, interviews, and workshops with local stakeholders, the report maps out the main components of Padua’s food system: agricultural production, processing, logistics, distribution, consumption, institutional food service, surplus redistribution, and waste management. Maps and infographics accompany the analysis, providing an accessible and detailed snapshot of the relationships among stakeholders, flows, infrastructure, and practices within the region.

A central part of the study is dedicated to estimating the climate-altering emissions associated with the city’s food system, taking into account both household and out-of-home consumption, as well as school meals and waste related to the food cycle. The report thus highlights the impact of food on the urban climate balance and the need to consider it as a concrete lever for decarbonization policies.

Based on the critical issues identified, the document finally outlines a series of potential interventions in the areas of governance, food and environmental education, land use and urban agriculture, local supply chains, logistics, school meals, food waste, and waste management. This results in an initial operational roadmap to guide Padua toward a more integrated and sustainable food policy capable of aligning environmental, social, and economic objectives.
